State and local jurisdictions are developing Ending the HOV Epidemic plans. The EHE initiative has largely focused on four key strategies: Diagnose, Treat, Prevent, and Respond to potential outbreaks. The EHE initiative set a goal to increase the estimated percentage of individuals with indications for PrEP who have been prescribed PrEP to 50 percent by 2025, as the national average as of 2018 is 18.2 percent. Several states have proposed and/or passed legislation to ensure insurance coverage of PrEP and/or to allow pharmacists to prescribe and dispense it. In addition to efforts addressing cost-related challenges, states can also employ innovative approaches—such as telehealth—to expand access to PrEP services to those in need.

The COVID-19 pandemic has impacted both the physical and mental health well-being of youth. Disruptions in both their home and school life have put youth at risk for poor mental health outcomes that include increased anxiety, depression, and risk of suicide. This Mental Health Month we examine state and territorial legislation that addresses youth mental health.

An increasing body of research finds racism can have a significant impact across one’s lifespan. Research shows that persistent exposure to racial discrimination may result in premature aging, poor health outcomes, and increased prevalence of certain chronic diseases. At every level of government, policymakers are seeking to acknowledge the systemic oppression of people of color that persists and to elevate racism as an urgent public health crisis comparable to other public health emergencies.

Many states have introduced bills to strengthen and increase access to these prenatal, delivery, and postpartum services, building a solid foundation of care for women who must navigate the healthcare system and make difficult decisions during public health emergencies.

The movement to address racism through policy change in the U.S. is receiving significant political support at every level of government. Government institutions are acknowledging the systemic oppression of people of color that persists in the United States and elevating racism as an urgent public health emergency comparable to other public health crises.

The emPOWER program provides federal data, mapping, and artificial intelligence tools, as well as training and resources, to help communities nationwide protect the health of at-risk Medicare beneficiaries who live independently and rely on electric-powered medical devices or receive certain medical services, such as outpatient dialysis, home-based oxygen service, hospice care or other types of home care medical support.

The COVID-19 pandemic has further amplified the need for strong tobacco prevention and cessation policies. Research indicates that tobacco use is associated with increased rate of COVID-19 disease progression and increased likelihood of death among hospitalized patients, and that e-cigarette use is associated with a greatly increased risk of COVID-19 diagnosis in youth and young adults.

Scientists are working quickly to develop a safe and effective vaccine to provide immunity to COVID-19. Once a vaccine is approved, it will likely be imperative for states to authorize as many health care professionals to administer it, since the demand is expected to be extremely high. In addition, legislation authorizing alternative providers within the immunization neighborhood (e.g., pharmacies, schools, workplace, and other clinical sites) can expand the places where vaccines are available and increase access to vaccination among vulnerable populations. By recognizing that not every person is reliably linked to a healthcare provider, these policies can allow for timely and consistent immunization services.

February is Heart Month, a time to not only celebrate our love for others but also the organ that pumps us full of life - yet heart disease continues to be the leading cause of death in the U.S. This post is an overview of state legislation that would increase access to nutritious food, wellness opportunities, and incentives to improve heart health.

Each year, ASTHO notes the top public health policy issues to watch in the upcoming year. ASTHO has published a prospectus on several issues, with more coming later this month. ASTHO kicked off its top 10 public health state policy issues to watch in 2022 with Immunization the first week in January. This week, we are focusing on e-cigarettes and flavored tobacco products.

ASTHO staff identified a range of evidence-supported policies considered by state legislatures that could prevent ACEs. This report synthesizes these research and policy proposals and is intended for public health practitioners and policymakers who are considering adopting similar policies.
